She maintains bid calendars and deadlines, issues and logs addenda, fields RFIs during the bid period, and levels incoming proposals so the estimating team can compare apples to apples.

Rachel assembles and reviews complete bid packages — forms, bonds, licensing, insurance, prequalification materials, and required public agency documentation — with a meticulous eye for the compliance details that decide whether a proposal is deemed responsive. Her checklists and document controls have made STB’s submissions consistently clean and audit-ready.

Beyond individual pursuits, Rachel actively expands and maintains STB’s subcontractor and supplier database, cultivating relationships with qualified trade partners — including certified small, minority, and disadvantaged business enterprises — that strengthen the company’s competitiveness on both private and public work.
